This initiative of the Swedish presidency on the eve of the Competitiveness Council, gives EU ministers the occasion to discuss possible broad orientations for the research parts of the European Union’s post-2010 strategy for which the next European Commission is expected to table proposals by early 2010. This discussion note proposes a focus for a ministerial debate on the development of national and EU research policies and policies for research-based innovation in the post-2010 period.
