Policy-Mix Peer Review
CREST, the European Union’s Scientific and Technical Research Committee launched as part of the Open Method of Coordination (cyclical activities in support of the EU´s target to raise R&D expenditures across the EU to 3% of GDP) a series of respective Policy-Mix Peer Reviews.
In spring 2008, an expert group reviewed the Austrian RTDI landscape and the respective Austrian policy mix. The expert group, which was led by an independent consultant and comprised representatives of Member States of the European Union (EU) and an observer from the European Commission (EC), visited Vienna in May 2008 and discussed the Austrian R&D and Innovation policy system with a variety of stakeholders. The results were discussed in August 2008 in Austria, and the final report was presented to CREST in September 2008.
The report sums up the main bottlenecks of the Austrian RTDI System and contains respective recommendations for improving the system. One important finding of the report, for instance, is that “Austria currently lacks a shared, holistic vision and a coherent set of public policies to stimulate the development of the entire R&D and innovation system.” The report is available in English and German.
Similar reports exist for Belgium, Estonia, France, Lithuania, the Netherlands, the United Kingdom and recently finished also for Cyprus and Latvia.
