The aim of this programme was to promote the commercialisation of university research results. In order for a new "utilisation culture" to be established at the universities and for efficient exploitation structures to be developed, innovation scouts keep an eye out for research work with strong commercial potential, advise researchers, and manage patent registrations.
This programme expired at the end of 2009. Support for universities in the area of patents is still given by the AWS.
