Executive Summary
The overall objective of the Expert Group, launched in the context of the follow-up to the Commission’s Green Paper on ‘The European Research Area: New Perspectives’, was to identify and define possible measures and actions regarding the strengthening of research institutions with a focus on university-based research. The Expert Group sought to provide an overview of recent initiatives, current challenges and existing trends, identifying new possible evidence-based policy initiatives and assessing the various policy options and their potential impact. The report highlights some of the problems and challenges for university-based research, focusing on four key areas that were selected by the Expert Group. It proposes eight recommendations and further policy actions that can be undertaken at institutional, national and European level, which could provide added value for the European Research Area. It also examines the assumptions and preconceptions within the Green Paper, highlighting areas where it was considered the debate needed to be redefined.
