The Role of Community Research Policy in the Knowledge-based Economy

This is one of three new final reports of independent expert groups, forming together a series of three important contributions to the debate on the future of the European research policy in the context of the upcoming "2020 EU strategy" (the "post-2010" successor of the Lisbon strategy).
The report (expert group chaired by Prof Luc Soete) provides recommendations on the future of EU research policy based on an assessment of the development of the knowledge-based economy in Europe and globally. It revisits the question of the rationales for research policy in this context. The group has structured its work around the analysis of five key drivers: i) Globalisation and agglomeration of research and innovation, ii) Addressing societal challenges, iii) Excellence in research in Europe: towards merit-based competition, iv) Global networks and open innovation, v) Towards a spatially blind, yet cohesive ERA?
