01DESCRIPTION

The Green Paper ‘The European Research Area: New Perspectives’ includes an examination of previous activities for the implementation of the ERA. It was published in April 2007 and has been a starting point for a broad institutional and public debate on possible approaches which would provide renewed impetus for achieving an open, competitive and attractive ERA.

In particular, the Green Paper suggested the ERA should be conducive to graduates  and researchers choosing to travel more widely than before to take up positions in research, with universities and research institutions offering more attractive working conditions. Research institutions should also work more closely together and across a range of disciplines, and research programmes and priorities should be better  coordinated. All of these activities should also be underpinned by world-class research infrastructures. Last but not least, a coherent strategy shared across the EU for international Science & Technology co-operation with third countries should increase the openness and attractiveness of the ERA to everyone.

The Green Paper is accompanied by a working document which assesses progress made so far in detail. It also analyses the current situation and elaborates future challenges.
