Breakthrough in Horizon Europe negotiations

On 30 November 2018, the Council Competitiveness (Research), with a very broad majority, adopted a Partial General Approach (PGA) on the Regulation to establish “Horizon Europe”, the 9th EU Framework Programme for Research and Innovation, to be implemented from 2021-2027. The agreement is the result of highly complex negotiations that have been conducted since July 2018 under the Austrian EU Council Presidency. The PGA marks the first step on the part of the Council towards the final adoption of the programme in co-decision with the European Parliament. It does not cover the budgetary aspects of the draft regulation, given that the final amounts will depend on the agreement reached on the next Multiannual Financial Framework. Negotiations with the EP will continue on the Specific Programme implementing Horizon Europe for the rest of the Austrian Presidency and under the incoming Romanian Presidency. Negotiations with the European Parliament should commence early next year.

The Council Competitiveness also adopted conclusions on the governance of the European Research Area.
