EC Communication calls for swift agreement on next MFF
The European Commission (EC) has published a Communication called "Towards a swift agreement on a long-term budget for Europe's priorities". The Communication was presented on 4 December 2018, ahead of the European Council meeting on 13 and 14 December 2018. The EC regards this European Council meeting as a crucial moment to consolidate the progress already made and calls on the European Leaders to provide direction on the key features of the next Multiannual Financial Framework (MFF, 2021-2027). According to the EC, the budget should be "modern and balanced" (meaning boosting funding in key areas including innovation, the digital economy, climate action and the environment, migration and border management and security, defence and external action), simple and more transparent, and flexible. It should also be "a fair budget that can deliver".
The EC urges the European Leaders to adopt the next MFF by the end of 2019, in order to ensure that the new programmes (inlcuding Horizon Europe) will be up and running by 1 January 2021. Amongst other things, the EC states that this would create tens of thousands of research jobs already in 2021.
