Science Europe proposes issues for consideration for Horizon Europe trilogue
With regard to the upcoming trilogues between the European Parliament, the European Commission and the Council, Science Europe published a paper inviting all parties to consider a series of elements for the Horizon Europe legislative package. Science Europe is an association of European Research Funding Organisations (RFO) and Research Performing Organisations (RPO), based in Brussels
Science Europe welcomes the budget of €120bn proposed by the European Partliament for Horizon Europe and recommends to take this up in the next Multiannual Financial Framework. The association states that fundamental research should be included in all parts of the programme, including the European Innovation Council. Science Europe regards this as essential to keep or attract the best brains in Europe, develop knowledge and provide answers to current and future questions, and pave the way for tomorrow’s innovation. The association also supports collaborative research in international and multi-disciplinary consortia being instrumental in addressing global challenges and the new industrial revolution. Concerning the R&I divide, the association recommends to tackle this issue via targeted measures, at EU and national level, to foster scientific excellence and strengthen RDI capacities across the EU. Science Europe finds that the introduction of geographical considerations for the setting up of consortia or the evaluation of projects would not contribute to reducing the RDI divide in a structural manner.
