Commission adopts European Semester winter package
On 27 February 2019, the European Commission adopted the European Semester winter package, assessing Member States' progress on economic and social priorities. In its annual assessment of the economic and social situation in the Member States, also including an assessment of investment in research and development, the European Commission stresses the need to promote investment, pursue responsible fiscal policies and implement well-designed reforms. It states that challenges vary significantly across countries and calls for appropriate and determined policy action.
The package includes 28 Country Reports for the EU Member states, which provide a detailed analysis of country-specific economic and social challenges. The reports are a tool under the European Semester, the EU's framework for economic and social policy coordination, to monitor reform implementation and identify issues to be addressed by Member States. They serve as the basis for discussions between the Commission and the Member States on national policy choices ahead of the Member States' national programmes in April, and will lead to the formulation in late spring of annual Country-Specific Recommendations. The Country Reports include a new annex on the possible use of future EU Cohesion Policy funds for the first time. The winter package also includes a Chapeau Communication summarising the findings of the Country Reports.
