MLE on whole-of-government approach presents key findings
The European Commission's Policy Support Facility (PSF) has recently concluded its Mutual Learning Exercise (MLE) on the Whole of Government Approach (WGA) in Research and Innovation (R&I). The MLE provided valuable support to five countries, exploring the features of WGA and how institutions can overcome silos within government structures and processes.
Key findings from the MLE include the development of a list of potential WGA tools applicable to diverse policy situations. However, the exercise also highlighted the challenges associated with implementing WGA. All participating countries face barriers in strengthening collaboration across policy sectors and developing unified strategic approaches to societal challenges. The MLE concludes with a set of recommendations to address these challenges:
- Develop cross-cutting teams, plan budget for long-term goals
- Share data and knowledge openly across government departments
- Invest in competencies for collaboration
- Develop monitoring frameworks to track WGA achievements in short, medium and long term
- Promote WGA across Europe, sharing best practices for multi-sector policies
- Align policies across sectors in the EU.
