At the Council Competitiveness on 3 December 2013, research ministers adopted the legislative package on Horizon 2020, the EU's research and innovation programme. The package consists of

a Regulation determining the framework for European Union support to research and innovation activities; with this regulation Horizon 2020 is established for the period from 1 January 2014 to 31 December 2020;

the Specific programme lays down the specific objectives and rules for implementation, determines its duration and provides for the means deemed necessary. It defines the cornerstones of the Horizon 2020 work programmes;

the Rules for Participation lay down specific rules for participation, exploitation and dissemination of results, and

the Regulation for integrating the EIT into Horizon 2020 and the Strategic Innovation Agenda which should define the priority fields and the long-term strategy of the EIT;

the Regulation on the Research and Training Programme of the European Atomic Energy Community (2014-2018) complementing the Horizon 2020 Framework Programme for Research and Innovation

and the Decision amending Decision 2007/198/Euratom establishing the European Joint Undertaking for ITER and the Development of Fusion Energy and conferring advantages upon it.
