MFF 2028+

On 16 July 2025, the European Commission tabled the first package of proposals for the next Multiannual Financial Framework (MFF) of the EU. The package includes the proposed legislations for the 10th Framework Programme for Research and Innovation (Horizon Europe 2028-2034) and for the (new) Competitiveness Fund.

On 3 September 2025, the Commission adopted a second package of sectoral proposals, completing the framework for the next long-term EU budget for 2028-2034.

Following the publication of the MFF, the Danish Presidency of the Council of the EU kicked-off the negotiations about the different parts of the MFF proposal in the Council of the EU. A first presentation of the FP 10 proposal was given by Commissioner Ekaterina Zaharieva (Commissioner for Start-ups, Research and Innovation) for the informal meeting of Research Ministers on 17 July 2025 in Copenhagen.
