Competitiveness Fund

02INTRODUCTION

On 16 July 2025, the European Commission presented its proposal for a European Competitiveness Fund ('ECF’), including the Specific Programme for Defence Research and Innovation Activities. The Commission proposes a total envelope of € 409 billion, including 175,3 billion for Horizon Europe, aiming at providing a boost in EU budget support to research, innovation, development and deployment.
