Commission presents 2026 European Semester Spring Package
The European Commission has adopted the 2026 European Semester Spring Package, setting out policy guidance for Member States at a time of geopolitical uncertainty, climate pressures and volatile energy prices. One of the central messages of the package is that Europe must boost research, innovation and strategic investment to strengthen competitiveness, resilience and long-term prosperity.
Aligned with the EU’s Competitiveness Compass, the package calls on Member States to close the innovation gap by increasing R&D investment, improving access to innovation finance and accelerating digital transformation. It also highlights the need to unlock the full potential of the Single Market, reduce regulatory burdens and create a more stable business environment for innovative companies and startups.
The Commission stresses that reforms and investment are essential to support Europe’s clean and digital transitions. Priorities include expanding affordable clean energy, strengthening electricity grids and storage, and reducing strategic dependencies in critical sectors. At the same time, Member States are encouraged to invest in skills, education and training to better match labour market needs and support high-quality jobs.
EU funding instruments, including the Recovery and Resilience Facility and Cohesion policy, remain key tools for turning these priorities into action. The 2026 country reports and new country-specific recommendations provide tailored guidance to help governments address structural challenges while preserving fiscal sustainability.
Overall, the Spring Package positions innovation as a cornerstone of Europe’s response to today’s economic and geopolitical challenges.
