EC launches survey on EU Blueprint for IPR licensing and spin-off creation
On 17 July 2026, the European Commission launched a survey on the upcoming 'EU Blueprint for intellectual property (IP) licensing and spinoff creation'. The Blueprint is a deliverable of the “Lab to Unicorn” initiative under the EU Startup and Scaleup Strategy, which seeks to make the EU the best place in the world to launch and grow innovative companies.
The aim of the Blueprint is to facilitate the commercialisation of publicly funded research results by providing universities and public research organisations (PROs) with practical guidance on aspects such as licensing academic IP to third parties, royalty and revenue sharing, equity participation in academic spinoffs, incentives for researchers, and more.
The survey aims to collect views on a discussion paper that proposes key elements for the upcoming EU Blueprint. This discussion paper has been developed on the basis of stakeholder workshops and the findings of independent experts.
Stakeholders interested in helping shape the EU Blueprint – such as representatives of universities, PROs, public authorities, innovative companies, technology transfer professionals, researchers, founders and investors – are invited to access the discussion paper and share their views online until 16 August 2026.
The input collected will help finalise the Blueprint, which is expected to be published by the end of 2026.
