Germany hosts its second Enhanced Dialogue with the Commission
Germany and the European Commission held their second Enhanced Dialogue on 2–3 March 2026 in Berlin, chaired by State Secretary Marcus Pleyer and DG R&I Director-General Marc Lemaître. They discussed Germany’s research and innovation policy, its role in the European Research Area (ERA), and priorities for the next EU Framework Programme (FP10) and Multiannual Financial Framework.
Germany’s strong industrial base, top research institutions and high public investment were noted, alongside challenges in scaling breakthrough innovations and technology transfer. The High-Tech Agenda was highlighted as a key response.
Talks covered ERA implementation (2025–2027), the need for a strong, impact-driven EU R&I budget, and building trust in science ahead of Germany’s “Science Year 2026”, including measures against disinformation and for better public engagement.
Day two focused on technology transfer and innovation agencies, especially synergies between the European Innovation Council (EIC) and Germany’s SPRIND to better scale high-risk research. Biotechnology and health research were also central, examining how national and EU measures can speed clinical translation and strengthen Europe’s life-science competitiveness.
A visit to the Berlin Institute of Health showcased Germany’s Strategy for Gene- and Cell-based Therapies and advances in gene therapies for rheumatological diseases.
