LERU requests safeguards for dual-use research in FP10
The League of European Research Universities (LERU) has published a new advice paper urging the EU to introduce clear definitions, strong safeguards, and balanced governance if research with dual-use potential is included in the next Framework Programme for Research and Innovation (FP10).
In the paper entitled 'Research with Dual-Use Potential in FP10 – Strategy and Necessary Safeguards', LERU stresses that the European Commission must urgently clarify what it means by 'research with dual-use potential' and how this relates to the EU Dual Use Export Control Regulation. The group warns that unclear definitions could have major consequences for university governance, project design, and implementation.
LERU argues that research with primarily military applications should remain outside FP10 and stay within dedicated defence instruments such as the European Defence Fund. It also calls for basic research to remain central to FP10 and for researchers not to be pressured into highlighting military applications to stay competitive.
The paper recommends transparent guidance, proportionate research security measures, protection for international collaboration, and continued participation by the UK and Switzerland.
LERU also calls for phased implementation and EU funding to help universities strengthen expertise in export controls, cybersecurity, and research security.
