New European Bauhaus at core of EU Affordable Housing Plan
The European Commission unveiled its first-ever European Affordable Housing Plan on 17 December 2025, placing the New European Bauhaus (NEB) at the core of efforts to deliver sustainable and high-quality homes.
As part of the package on a European Affordable Housing Plan, the Commission has published a new Communication and Council recommendation on the New European Bauhaus (NEB). The NEB promotes housing projects that are not only low-carbon and energy-efficient, but also affordable, inclusive and aesthetically high-quality. The Communication and Council recommendation on the NEB underlines its role as an enabler of the clean transition, innovation and the bioeconomy, with a strong focus on the built environment.
Central to this approach is the NEB Academy, which aims at re-skilling and up-skilling workers across the construction ecosystem in sustainable and circular building methods. Beyond training, the Academy will actively support innovation and research in the sector, helping to develop new materials, techniques and solutions that can be deployed at scale.
By linking design excellence, social inclusion and cutting-edge research, the NEB aims to transform Europe’s construction and renovation sector and help close the gap between housing supply and demand. The Commission expects the New European Bauhaus to become a cornerstone of the EU’s broader strategy to tackle the housing crisis while advancing climate and innovation goals.
