The SUN4Ukraine Partnership Programme of the EU Cities Mission launches its activities
On 18 November 2025, the EU-funded SUN4Ukraine project kicked off the activities of its Partnership Programme, with a dedicated workshop in host city Munich. Sustainable Urban Net Zero Network for Ukraine (SUN4Ukraine) is a four-year project of the EU Cities Mission, funded under Horizon Europe. The programme brings together 12 Ukrainian municipalities selected through a call for expression of interest with 14 mission cities selected from the cohort of the EU Climate-Neutral and Smart Cities Mission.
The workshop in Munich marked the start of 12 city partnerships, set in place to support Ukrainian cities in preparing Climate Neutrality Plans that blend reconstruction and climate goals. The mission cities will contribute firsthand insights from their Climate City Contract process. In turn, they will access valuable insights from the crisis management and recovery strategies of Ukrainian cities.
With Munich and Oslo serving as advisory cities, the 12 city partnerships are as follows:
- Chernihiv – Amsterdam
- Chernivtsi – Mannheim
- Dnipro – Budapest
- Kalush – Rzeszow
- Kharkiv – Izmir
- Konotop – Lappeenranta
- Kyiv – Leipzig
- Mykolaiv – Barcelona
- Novovolynsk – Aachen
- Pervomaisk – Parma
- Vinnytsia – Dijon Métropole
- Zviahel – Utrecht
Lessons learned under the SUN4Ukraine Partnership Programme will be shared widely with all Ukrainian cities, including through a Ukrainian Climate Cities Hub. The hub will be set up by SUN4Ukraine in the second half of 2026.
