Chapter IV of the conclusions is devoted to competitiveness and the green and digital transitions:

The European Council discussed in detail how to further strengthen the EU's competitiveness, building on its conclusions of March and June 2025 and focusing on simplification, a competitive green transition and a sovereign digital transition. It calls for a shift in EU action and will continuously review all areas of the competitiveness agenda and the single market agenda, as this is central to maintaining Europe's prosperity and social model. The European Council invites the Commission and the two legislative institutions to take ambitious steps to implement the Single Market Strategy by 2028, also in the light of the Commission's forthcoming roadmap.
